Understanding the new Aged Care Quality Standards: what’s changed?

Australia’s aged care system is evolving – and the changes are designed to make care safer, clearer, and more focused on what matters most: you and your loved ones.

From 1 November 2025, the Strengthened Aged Care Quality Standards will come into effect, alongside the new Aged Care Act 2024. These updates are all about ensuring that older Australians receive consistent, high-quality, and person-centred care, no matter where they are.

So, what’s changing – and what does it mean for you? Let’s break it down.

Why the standards are changing

The Royal Commission into Aged Care Quality and Safety found that the previous standards were often too broad and hard to measure. In short, it wasn’t always clear what “good care” should look like.

The strengthened standards aim to fix that by:

  • Adding more detail and clarity so providers know exactly what’s expected.

  • Introducing measurable outcomes to track the quality of care.

  • Placing your rights front and centre in every interaction.

The goal is simple: a system that’s transparent, accountable, and truly supports older Australians to live well.

The seven new quality standards

The updated standards are built around seven key areas, each designed to improve your care experience:

  1. The Individual – Supporting the identity, diversity and personal goals of each individual

  2. The Organisation – Ensuring strong leadership, workforce planning and governance

  3. The Care and Services – Delivering safe, appropriate and tailored support

  4. The Environment – Creating safe, accessible and comfortable settings

  5. Clinical Care – Providing safe and effective health and clinical services
     
  6. Food and Nutrition – Offering enjoyable, nutritious meals that meet individual needs

  7. Feedback and Complaints Management – Encouraging open communication and continuous improvement.

These standards apply across residential aged care, home care, and respite services – so no matter where you receive support, the same high expectations apply.

What’s new? Key changes at a glance

Here’s how the strengthened standards are different from the previous version:

  • Clearer expectations – Providers now have clearer guidance on what is expected across care planning, service delivery and organisational responsibilities. 

  • More measurable outcomes – Each standard includes specific and auditable actions, making it easier to assess quality and identify areas for improvement. 

  • Dedicated focus on clinical care and nutrition – Clinical care and nutrition now have their own standalone standards, reflecting their vital role in supporting wellbeing. 

  • Your voice matters more than ever – The standards place the individual at the centre, ensuring that care is guided by each person’s needs, preferences and feedback. 

  • Aligned with the Aged Care Act 2024 – The standards support the broader reform agenda by embedding the Statement of Rights and encouraging rights-based practice.
